Create a Measure
Navigate to the Improvement Page
Click the three-dot menu of the Aims Tab
Select "Create Measure"

Alternatively, if you already have an active Aim you're working on, you can click the + Create New Measure button, as seen below:
Both of those avenues will bring you to this screen, where you can choose what types of measure you'd like to build out:
The options include a Pareto, Percent, Rate, Number, Days Between, External Embed, and also an upload Image option for the measure.
