Anyone (with or without manager permissions) can add labels to an Voice card.
navigate to the Voice Page and locate the card you'd like to label
expand the Voice card
under "Labels" click the Add Labels + button
select labels for the card
When a label is selected, it will appear on the open card as well as the small card.
